Oregon的法律要求

No numeric first-aider-to-employee ratio. OAR 437-002-0161 requires that, where emergency medical services are not in proximity, a 'qualified first aid person' be available on each work shift. That person must hold valid, current first aid training from a recognized provider. Adequate first aid supplies must be available for each shift. The rule is proximity- and per-shift-based rather than a fixed number of first-aiders per headcount.

OSHA does not prohibit online training. OSHA interpretation letters nevertheless favor training that includes a hands-on skills evaluation (CPR, bleeding control) for an employee to be considered 'adequately trained', so blended formats (online theory + practical component) are recommended. No explicit ban on the online format.

- OAR 437-002-0161 expressly requires a 'qualified first aid person' available on each shift when EMS is not in proximity, more prescriptive than the federal wording.
